You see this? Tennessee State CANNOT let this happen. I don't think Memphis would risk losing to JSU right now. But with how we're looking, they'd be glad to play us.

Lets be clear about something, TSU has no say in who the UM schedules. There is nothing TSU could do to stop UM from scheduling JSU. And, if that should happen, TSU fans shouldn't be looking to fault TSU for it happening.
I do agree with the video that a UM/JSU game in Memphis would be big. But, likewise, a UM/TSU game would be big in Memphis. Obviously we all would want to see TSU play UM before playing JSU or any other HBCU. But, should there being an interest with the UM scheduling either or both schools at some point, schedules are going to come into play. Timing is going to be factor. If TSU has an interest in playing the UM, they should start talking with them now.
Now, the video states that the UM has the money to pay JSU $750K+. Which they probably do, but in my opinion is highly unlikely. I say that based on what their payout was to SIU in 2017, which was $285K. And, while I know that Deion is trumpeting bigger payouts, that is mainly targeting P5 programs. The UM is not a P5. And, even if a TSU or JSU match up brings in more people, I just don't see them going over $500K at best.

I was going to say that they'd go up if the band came, but considering they probably just make a game day event I'd say you're rightwith the 500K max. Now if we start winning more, then that could change things.
