Wonder who was the first FCS. And that's nice amount considering it goes to each player. NDSU is definitely a functional FBS school and has been for a while. They took their time moving up from D-II to FCS, so it's no surprise they haven't been in a rush to jump to FBS. Also, finding a conference may be a little tough considering their location.
