...And include such schools as Howard and Norfolk ST?

The two conferences joining together is a long shot. But hey...anything is possible.
Looking at both conferences today, I think you would have the old MEAC become the SWAC East. FAMU and BCU plus with the current MEAC schools. You'd also have to push one of the Alabama schools over as well for the split to be 9 and 9. Basketball wise you'd have to add UMES and Coppin State which would push the conference to 20 teams. It would look like the old Big East almost.

Actually, I wouldn't add Norfolk State and Howard to the SWAC. I really would not want the MEAC to fold AT ALL. I would add: Fayetteville State, Winston-Salem State and BOWIE State...and have UMES and Coppin State return their football programs to the MEAC.
I would add Tennessee State and South Carolina State to the SWAC.
I would have Mississippi Valley State go D2 and join the SIAC.

Or keep Valley and ADD both TSU and SCSU.. This makes the most sense to me.. Create a bowl game against IVY or Pioneer Football League..

Seriously though, MVSU isn't joining the D2 ranks nor leaving the SWAC.
However, the SWAC may leave MVSU behind if the SWAC seeks to move to the FBS level.
I fully believe that.
Presently the D2 SIAC has 15 members with 2 who do not field football teams.

The SWAC may become 2 tier and take some teams to FBS while expanding by adding teams like Miles and Tuskegee at the FCS. Valley and some of the schools that are not ready would remain at FCS. I believe TSU and NCA&T could join with JxSU in a conference that will play football at the FBS level... (who really knows but one can speculate)

I'm curious. What are we aiming for with a merger? Saving face for the remaining meac football schools? Creating a nostalgic all black conference? Creating a conference that's more appealing to higher level athletes? I'm not against, I just want a better idea of what end product should look like.
