I know someone who has had dealings with this company in the past. Not very efficient. Let’s hope they’ve gotten better.

Let's hope. At least for now it looks like Allen is trying.

I applaud Allen for recognizing the need for external support to help promote TSU athletics and increase sponsorship. I wish there was more info on this company. But, other than some Linedin profiles of founders, etc., I'm not finding anything.
Madness, I hope they have gotten better if indeed they had issues. I just hope it will be money well spent for TSU. At the very least is a start in looking for professional support in branding and building the program.

I am wondering, if the legal department for the university investigated, reviewed and approved this?

He may have delegation of authority on certain purchases within a certain dollar amount, but I doubt that he can just sign the dotted line of a contract/agreement without any review first. if that was the case, I think we would have seen that exposed long ago. Probably during an audit.

So, this is young company. They were founded in January of 2019. There are three founding members that claim to have over 50 years combined experience in the advertising, sponsorship, media, activation and production world.
Johnathan Fisher, one of the founders is a graduate of North Carolina State (1999). He serves on the Board of Directors of the Nashville Sports Council. He credits himself for leading the team that created the Nissan Heisman House commercials that feature Heisman Trophy winners as well as leading Nissans naming rights of the Tennessee Titans stadium.
I've not found any information on the other two founders.
So, this is a young company. Which is not a bad thing.
