"Ex-Jackson State athlete accuses JSU of paying football players, other violations" is an article from 2019 which predates Deion. It's also the dude (Emmanuel Olenga) who couldn't stay eligible at JSU or TSU. He made these claims once TSU ruled him ineligible. Not the most credible source.
So no, TSUcrat, that's not the source of the JSU allegation. Honestly, there were so many disgruntled Power 5 and PWI fans/trolls out there after Travis Hunter committed to JSU, that rumor of him getting an NIL deal started almost immediately after he signed.
One, no proof Hunter accepted an NIL deal before signing with JSU. Two, this is not against the rules, a lot of people just don't like it.
It's NIL, name image and likeness. Your name image and likeness is not tied to a school. So he very well could have excepted one. Saban did this to tell his boosters to up the amount of NIL for Bama players, while also trying to get the NCAA to control the schools with bigger bags. He also did this to tie up JSU's compliance office. He's a whole b****.
